A swamp cooler works on a very simple principle. Water from a sump within the cooler is pumped up through tubes and sprayed / dripped down upon a seltzer pad material. The water saturates this material and drips slowly back down to the sump. Outside air is pulled through the material by a squirrel cage fan and blown into your home. The water saturated material cools the air as it passes through. Thus the end result is cooler air blowing inside when its out outside.
Your pump may have algae or crude built up around the intake on the bottom of the pump. Or the output tube on the pump may be clogged. So clean the pump out and test to see how much water it pumps. One at a time, take each of your tubing lines off and check for a blockage. Finally check the nozzles at the ends of each line if your unit has them.
You either have a limited water flow from the pump. Or a restricted flow in the tubes.
By the way. How much water is in the sump? Are you keeping enough water in the unit to guaranty constant water flow?

I too would think the jets are plugged or the pump is weak.

Take them to a radiator shop and have them acid dipped and flushed-out.
