shutters that will be cut off after the concrete gains strength, made of material that can be cut and thrown after single use, but shoud have strength.

You can use something called a "sonotube" (see link). It's made of paper fiber and can be cut after one use. It's waxed on the inside to prevent concrete from sticking. I've seen this stuff used on construction sites.
If the column is thin enough, you can also use PVC water pipes, but they're a bit more difficult to cut off.

I'm not certain what you mean by the name "shutters"?
Circular concrete columns when being constructed for a highway bridge project for instance are steel molds that concrete is poured or pumped into.
For residential concrete columns most contractors would probably use treated specifically designed, cardboard tubes, which then are cut away, after the appropriate amount of time. It's likely that something like that can be purchased at any home hardware store such as Home Depot or Lowes, or a company that deals in construction could link you with what you seek.
All should be reinforced with rebar.

steve is right about the rebar but id use plastic tube of the width you need and cut it through length wise and then strap it together whilst you pour the concrete as they have better strength than cardboard and you can use them again.remember and use a good concrete which is self compacting with a slump of about 75mm.
