Is a dryer vented with 4 inch pvc pipe supposed to be run under a concrete slab below ground level?

My dryer vent opening under my slab house is below ground level and it is holding water. Isn't this wrong? How do I fix it?

NO, period. And it's vented in PVC? That's interesting, and a very expensive way of venting a dryer.

Dryers are usually vented using 4 inch aluminum round pipe and elbows, with the joints taped with duct tape (NO screws, they "catch" lint, causing a fire hazard). I'm not sure why yours is vented in PVC, is there access to a outside wall? vent it through the wall or joist space (if your in the basement) with the aluminum pipe and cap off the old PVC pipe at both ends after getting the water out.

The vent can be fixed in above or below the Machine level. But it has to be in direct opening with out a "U" trap.Under the ground level is not good if there is block of air flow.

Now this was not a real good plan the water needs to drain if you just purchased the home or had it built I would contact the seller or builder and have this repaired.
