A dry well is used primarily for roof runoff that is free of debris. Sometimes there is a filter outside of the drywell, to make sure only water is entering the well. If your dry well is not draining, it could be from too much debris inside the well. They are typically constructed of a geotextile fabric layed in a large 72-84" deep hole and filled with gravel. The water will leach gradually back into the surrounding ground. These are buried about 12" under the surface, so you could dig down and have a look- plus it is common to have a plug that is at the surface to help you test the system. If your native soils in the ground are very dense like clay, they will retain water and make it near impossible for excess water to flow through. Hope something here will be helpful.
