The spinle nut on the tap stem has siezed. If you can possibly remove the tap shroud, then under it you will see a nut at the end of the spindle. just turn this nut anticlockwise and at the same time try to turn the tap off. Ease it back a little at a time, but don't let the nut undo completely as they are a bit of a job to refit them. It is a tapered nut. Hope this works for you.

Check under the cupboard for the pipe that feeds the cold tap.

Hopefully there will be another tap similar to the one for your washing machine. Turn that and it will kill the feed.

Another type is very similar, though you will need a flat bladed screwdriver to turn the screw inside the tap.

Dint forget to turn it back on when you require water though.

If you can't get it to turn, it's probably been stuck in that position for a while. Grab yourself a pair of channel-locks (adjustable pliers,) and a towel/rag/handful of paper towels so you don't ruin the valve handle. Wrap them around the handle, then grab on, and give it little bumps until you get it loose. It may still be a little bit tough to turn, but once you get it "cracked," it should get easier as you go. Rightey-tightey (that's what you want,) Lefty-loosey. :-) Eventually, you should be able to get it by hand.

It just might be in the off position, if the washer has disintegrated you are stuck with it...no pun intended. So find the main inlet and and reduce the pressure or turn it off when not needed.

Just turn the knob in the opposite direction.

pfft, did you seriously need to ask this in Yahoo Answers?
