if you can remove it pretty easy, soak it in a bucket of WD40 for a while, then work it back and forth, soak again, work it... it just has alittle rust inside the cable.

If the cable is coated in plastic you can try dripping ing some oil at the top and then everytime you pass by give it another drop. Try and exercise cable. It may be easier to just change the cable.
