Does anyone know anything about HUD and Winterization for low income homeowners, a grant mabey?

A lady told me that HUD and Community Action gave her a grant to replace the windows and stuff in her house. She didn't remember what she did to get it.

go to energystar and you should be able to get an application, typically you can get a grant up to $5000 for repairs to your home. These grants match you dollar for dollar for your repairs, that means if your repairs come to say $8000 the grant covers half, or $4000 and you cover the other half up to a $5000 grant. Keep in mind that this is a grant and will be placed as a lein on your property for 10 years, you will not have to pay it back as long as you continue to live in this house. If you do sell the house in less than 10 years the grant will have to be paid back.
