My dad always would put bags of concrete on the bank of our river house to prevent erosion. Is this harmful to the environment? We have a house on the Piankatank River.

No, it isn't particularly harmful to the environment, but it also isn't particularly effective either. It's just an inexpensive temporary solution.

Are you sure it was not concrete mix that he was using. A lot of people build retaining walls this way using the mix. Simple and easy, just place the bags and water, no forms, no concrete trucks. Much, much less expensive.

At best it will get the whole bag hardened. At worse the bag will dissolve or eroded and send concrete floating down the river.
