It is probably sticking.See if it is hitting something.Also feel the "seat"(the part the flapper sits down on)with your finger to make sure it is smooth.Also make sure the chain or string that runs from the handle to the top of the flapper has slack in it,so the flapper will fall down onto the seat.You can also replace it with a new flapper.The directions are pretty easy to follow.They also sell an adjustable flapper that you set to stay open longer or close quicker.

They wear out get a new one. The clorine in the water erodes the rubber.
