Currently in my city, they are renovating an old elementary school into a education center for students that don't succeed in a traditional school setting. ALL of the windows of the school are boarded up, as are the doors. it happened when a new company bought an empty store as well.

They are trying to keep out vagrants, vandals, and animals while the building is not occupied.

If you have a swimming pool in your back yard, but no fence, there's always the chance that some neighborhood kid will sneak into your backyard and drown in the pool, and that's YOUR responsibility. It's what's called an 'attractive nuisance'.

Unoccupied buildings can also be an attractive nuisance. In addition to squatters moving in, people looking for something to steal, vandals, dopers, etc., kids like to explore old abandoned spaces. So you do what you can to keep them out.

Several reasons.

1: To protect them during construction.

2: To prevent people from breaking into the construction zone (usually to steal tools or equipment, or just find a place to sleep, etc.)

3: Protect the outside from noise, dirt, dust, etc.

people wouldn't be in there working if everything is boarded up. they just don't want anyone in there before they start work.

1. For security. If a the building is left unsecured, it will get broken into and vandalized. Tools will get stolen and anything made of metal or copper will be taken and sold for money.

2. To protect the neighbors. Depending on the age of the building, the materials being disposed of may contain asbestos, lead-based paint, or other pollutants. Contractors are required by law to contain the pollutant as much as possible.

3. To protect from the elements—cold, sun, rain, wind, etc.

They are trying to keep transients, druggies and hoboes out, not to mention, thieves.
