City hall will have a Plat showing the lot and the footprint of the house on it. Highly unlikely they will have a floor plan. There is a remote possibility if a permit for construction/modification has been recently issued.

If your question is: How can I find my house floor plan?
I would suggest contacting your local building department. Florida, for example, is required to retain residential house plans for 15 years. If they don't have a copy of it, they may be able to tell you the name of the designer who may have reatined a digital record of it.

I think city hall has floor plans on file. You will probably have to pay for it though.
